England s football system is under pressure, the report calls for the value of fans

According to the latest report, the English football system is "under pressure" and it is urgent to use regulatory measures to solve problems such as fan participation and competitive balance. However, Deloitte's latest annual review of Football Finance shows that uncertainty in future regulatory policies is "no help" for potential investors.

According to the report, the total revenue of the "Five Major Leagues" in Europe in the 2023-2024 season exceeded 20 billion euros (about 16.9 billion pounds), of which the total revenue of Premier League clubs reached 6.3 billion pounds. Currently, the Football Governance Act is being promoted in Parliament, and plans to establish an independent regulatory body for England's top five leagues. However, there are still concerns over the impact of the top-flight regulatory measures on the league’s growth potential and ability to attract new investments. Tim Bridge, head of Deloitte Sports Business Group, believes that the competitiveness of the Premier League must also be resolved. He wrote in the report's preface: "There is no doubt that the English football system is under pressure. Fans' dissatisfaction with ticket prices and accessibility recurs, which suggests that in modern football, the challenge of balancing commercial growth and the historical role of football clubs as community assets remains." The report noted that the challenge has been highlighted by the last two seasons (2023-2024 and 2024-2025). In each season, all three teams who have advanced from the Champions League were relegated after only one season in the Premier League. This “lift” phenomenon has had a significant impact on the club’s finances, spending and overall competitiveness and these issues need to be addressed to continue to attract high levels of investment.

Bridge also mentioned that other top leagues are closely watching the formation of England's regulators, and Spain's La Liga welcomes England's economic report for the 2022-2023 season, believing that this will help curb inflationary pressures on wages and other football spending. Deloitte's report once again shows that the Premier League is currently far ahead of the other "five major leagues", and its total revenue is almost twice that of the second-ranked La Liga (the total revenue of 3.8 billion euros in the 2023-2024 season is about 3.8 billion euros, or about 3.2 billion pounds).
