The core content of this rule is that any team's "football lineup costs" (including wages, transfer fee amortization and agent fees) must not exceed five times the broadcast and bonus revenue received by the bottom team in the league. According to estimates based on last season's data, this upper limit is approximately 550 million pounds. The penalties in the proposal are also extremely severe: 6 points will be deducted directly for the second violation, and an additional 1 point will be deducted for every £6.5 million exceeded.

Clubs led by Manchester City and Manchester United expressed strong opposition to this. They believe that this will make it impossible for Premier League clubs to compete with European giants such as Real Madrid and Barcelona in terms of salary, leading to a large-scale exodus of top stars such as Haaland and Salah, and ultimately destroying the Premier League's status as the "world's first league." Manchester United boss Sir Ratcliffe said the plan was "ridiculous".

One club executive warned: "This will kill the status of the world's number one league and all the revenue that comes with it. It feels like we are sleepwalking towards disaster."

In addition, the plan also faces huge legal resistance. The Premier League has warned clubs that the Professional Footballers' Association (PFA) regards this as a "hard salary cap" and is preparing to initiate legal proceedings.

Some PFA insiders revealed that they believe that many clubs do not even fully understand the far-reaching impact of the voting content. The move could also have a serious impact on the Championship, with relegated teams immediately breaching the rules due to their inability to meet the lower spending cap (around £40m).
